The report and a summarising article linked above highlight the mishmash of laws we currently have; the nature and trend of 'hate crime'; the proposals by the Law Commission and a Scottish Bill; concerns about the effect on free speech and a conclusion that hate crime law ought not to be extended.

There is a further article by Joanna Williams on Spiked:

"If implemented, they would hand the state frightening new powers to police speech."

She outlines concerns about current law and practice and its anomalies, listing five reasons why the Law Commission's proposals should be rejected, including last but not least that

" 5) They would destroy women-only spaces"

This is an excellent report, very relevant to the Law Commission consultation and the Freedom of Expression consultation.
I particularly liked the concept of Hate Crime Entrepreneurs who are profiting from the expansion of laws and protected categories as they advise gov and organisations.
