Just saw this on Sky news - sex offenders disappearing from police radar by changing their names by deed poll

"When they change their name, they effectively go under the radar of all the authorities - they can obtain a new passport, they can obtain a new driving licence and essentially they can erase their past.
"The onus is on them to inform police, but they are often manipulative by nature. If a sexual offender is on the sex offender register, there must be a system where it's not just reliant on that offender to tell the truth."
The Safeguarding Alliance asked the Disclosure and Baring Service (DBS) how they guard against this. They replied: "The DBS does not undertake any background checks regarding applicants changing their name by deed poll."
the Safeguarding Alliance also asked police forces, in addition to this figure, how many sex offenders have gone missing. Only 16 police forces provided data, but it amounted to 913 offenders.
It's thought many of these have changed their names and chosen not to tell the police.
The Safeguarding Alliance has now launched a parliamentary petition to "revoke the right of registered sex offenders to change their name by deed poll".

If only the police investigated everything with the rigor and effort they do on policing twitter all crime would practically vanish.

Name changing in the UK is really bizarre, I changed my entire name a few years ago, no photo ID required, no witness who knew me etc. Just ask someone who has never met me before to sign a slip of paper. I have a very minor criminal record, my new name is not linked to those crimes, so if I chose they could be hidden forever as while your birth certificate remains in your old name, your photo ID etc is in the new one.

But then the UK is very anti paperwork, no national ID cards enforced, no ID even required to register to vote or to even vote. No ID needed to access the NHS etc.

Stealing or hiding an identity in the UK is extremely easy.

Someone in my village actually did this. He had sex with an underage teen and was subsequently prosecuted and put on the sex offenders register. He was a freelance music tutor but if you googled him the newspaper articles about his offence came up. So he simply changed his name. He felt justified in doing so because he thought he shouldn’t have been convicted, “she was asking for it and she told me she was 16”, etc. Most parents don’t probe too deeply into the bloke they hire to come round for an hour to teach guitar. I was aghast that he was able to do that so easily.
