It isn't dead. I doubt that this particular proposal - which could be used outrageously - will pass.
But it's bad that it's proposed without evidently having been thought through, and that it omits sex .

Or is it the initial tweet criticising the use of the word 'menstruators' that is the problem?

I don't understand what is deemed to be 'stirring up hate' in these tweets - if you're reading this and think this is hateful transphobia, please could you explain it to me because I really don't understand.
