It's the Daily Mail, I assume they mean the relatives. Doesn't say that they will be able to contribute to the hearings but I suppose even attending can help for those wishing to attend.

The Conservatives should be explicitly identifying themselves as tough on crime. Tougher sentencing for violent crimes is long overdue. And relatives should be able to vociferously object if their loved one’s murderer is up for parole after serving a woefully inadequate sentence.

I'm glad it isn't just me wondering how murder victims can attend.

I was starting to wonder if murder was another word that had changed its meaning while I wasn't looking.
