Targets are a national scandal in the public sector, they miss the point of the purpose of the service. Total nonsense, the target is arbitrary and insulting

I wonder if he had a hand in compiling the Human Rights and Equality policy at the Co-op bank that lead to a feminist group being refused services for having "denied the rights of members of the transgender community"?
