Gender on a government survey

I have just started filling out this autism-related survey, and find the way this question is phrased interesting.

It manages to recognise the unreality of self ID without offending the disordered, the deluded or the realistic. Nonetheless, unless the survey goes on to ask about sex observed at birth, phrasing the question this way renders all the data gathered useless. At least for females.

I agree with your point that the information gathered is not helpful if you are unable to enter your correct sex.
Every time I come across this question I always tick other and in the box I write my SEX is Female. If it's a written question ie what is your gender, I cross gender out and write SEX either above or below the crossed out word. Then I tick the Female box.

If someone asked what my gender was, I would say that I don't have one. So I would do as Absolutepower suggests and tick other and explain why. At least that option is available, but it should record actual sex as well.
