Apart from saying gender when I'm fairly sure she means sex, it's an article I generally agree with.

It is critical of ideas of individual empowerment /responsibility lies with individual women and calls for structural change.

It's the title of a book by Bell Hooks, which is presumably why it was chosen for the title of the article.
