Actually the Bath situation sounds like our local pool where lots of communal cubicles and no single sex ones like my local pool. I've not had a problem with this and have never seen any naked men in ours. The Bath spokesperson said they had had no reports of naked people in the walkways

I haven’t (yet) seen a naked man in our communal changing village, although there have numerous indecency and voyeurism convictions. However, there are plenty of men rummaging extensively in their trunks in the shared poolside showers. Grim.
