Apologies if this already has a thread, I couldn't see one - but in a supposedly civilised country in this day and age, how the hell was this allowed to happen?

This isn't the first time this has happened. Over 20 years ago I read a case of this when I was in Canada. Except then the paper had the story in their ' ha ha, isn't this funny' part of the paper. Utterly disgusting. At least now it is reported as a crime, not an amusing story. Small progress.
