This sketch was created not very long ago and the comedy is because everyone knows biological men don't go in the changing rooms at the pool. Are we meant to believe the entire population has changed our minds to find this acceptable?

To be fair, Little Britain started close to 15 years ago. 15 years before that Eddie Murphy was making homophobic jokes which would be considered utterly scandalous nowadays.

I don’t think they are being offensive though. They are saying the comedy is in a clearly biological man attempting to get into women’s spaces which will get him “thrown out”. Now the law could be changed so a man just like this could quickly and easily change his legal status and be legally entitled to go into the women’s changing rooms. Everyone around him could feel as uncomfortable as they do in this sketch and no one could stop him.

I reckon there would be a lot more fuss if this was made now. Have Walliams and Lucas ever been called on it though? Or has it not been brought up with them because they're men?

They have definitely been criticised for it. What they have not had AFAIK is the wholesale mobbing and demonising that women get. And presumably not the rape threats either.

But they also have many characters that are female that I consider offensive, would they also be removed and criticized ?

At least three comedy talents lampooned this issue many years ago, the comedy being in the utterly obvious illogicality of the situation.

League of Gentlemen, same era as Little Britain.

Monty Python, even earlier.
