They offer help filling in the consultation. Hope Fair Play is back up soon but I suppose an attack was inevitable.

That link isn't working for me.

FairPlay links are working for me. Has it been banned by a USP or phone network maybe if only some can access.

I was just informed on another thread that it may be visible to others while you are online reading my document, so if you don't want anyone to potentially be able to see that you are consulting it, don't click on the link.
