GRA consultation open to UK residents only?

Hi, would someone please clarify? I just read a post on on the Lurkers thread stating that anyone online could fill out the GRA consultation, no UK address needed. Is this true?

I had assumed that having moved overseas recently I would not be able to fill it out. Thanks for any help!
