They usually weed out the obvious ones. If you report it they will likely recall it.

The do withdraw such plates if they are reported. They apologise too, if they realise that they should have seen it and refused to issue it in the first place. There has been a recent crack down and withdrawal of a lot of plates.

Contact the DVLA and let them know: VC5, DVLA, Swansea, SA99 1DS.

I read this as 'ratepayer', which would be inoffensive enough, surely. But maybe there's more to it than that if you know the people involved.

Report to DVLA, and let them decide whether it breaks rules for offensiveness or not, seeing as they are the power to withdraw it or not.

Personally I don’t like it.

I read it as "raper". An 8 is usually an "a". As in Avril Lavigne's sk8ter boi.

Raper isn't a word but agree it would not be possible to have a plate saying rapist. If it genuinely came up accidentally I would ask DVLA to change it as it is far too close to rapist.
