Rapist parental rights in the US

I caught the very end of an article on the Beeb News at Ten, and from what I heard it was about rapists having parental rights over children conceived through their crimes. I should think it's not all states, given the strange patchwork of standards in the US, but I can't find any article about it on the BBC news website. Did anyone else see it and is able to direct me to more information?

Unfortunately its true, its not all states, but at least one rapist was given hs victims address and joint custody.
The woman moved states and was ordered to move back.

Are there any further developments, does anyone know? I'm sure I wasn't imagining the news article.
