We've heard that enforcement of the Equality Act isn't working. Today we're launching an inquiry to find out why not and what needs to change. If you have information that can help us answer these questions, you can find out more and submit evidence...

The deadline for written submissions is Friday 5 October 2018, and its written evidence under 25mb, in Word format (doc, docx, rtf, txt ooxml or odt format, not PDF)
If you dont have Microsoft Word, then Apache Open Office is free and will save your documents with MS Office file extensions.

Guidelines here, they are quite strict;

I think the Hampstead Ponds and the COL 'consultation' would be good examples to give.

Where has this sprung from? Was it expected?

So my reading of this is that the inquiry is more about the powers of the Commission and the efficacy of its mechanisms than it is about the scope of who should be included under the auspices of the Act?
