My understanding is that the police intervened re Tom Daley because the Tweeter posted a threat to drown him, along with the other awful insults. When a threat of physical harm is combined with insults, I believe the legal position is more serious.

Also I didn't hear that they raided his house at 3am, could you link to that, please? Or was it hyperbole?
Sadly not hyperbole. There are many reports that say the "troubled teenager" was arrested in the early hours of the morning, also that the tweet that Daley retweeted to his one million followers said "you let your dad down i hope you know that". Link to one of many reports below.
Bearing in mind that Tom Daley did not make a complaint, I am still surprised that a threat to drown someone (as in "you tit Tom, I'll drown you") is enough to have the door to your miserable guest house kicked in at 2.45am, be arrested, named and receive a harassment warning, all in under 24hours. The Mail online (there's many others) gives more detail. Most pleasing to see that despite it being the daily mail, the overwhelming majority of the comments are surprised and concerned as well...
