Police say beggars on 15 thou a year

I am always sceptical when the police say things like : Beggars make £15,000 a year.
It seems very unlikely.

|I can see a point in giving a homeless person food rather than money.

But £15,000 a year seems a bit like
Aliens kidnapping the Loch ness Monster.
