What can I do?!

I've tried every hair removal technique known to man, except for laser. Waxing was not for me, I had the worst ingrown hairs afterwards despite following aftercare advice to the letter, shaving makes my skin so irritated, creams didn't rid me of all the hair so I was left patchy. I am at the point where I trim the main part of my pelvic area only, and shave the parts you'd see when wearing a swim suit. This has worked for a while, isn't my preferred but it is what it is.

In recent months I have started suffering with awful ingrown hairs again - not in the part I shave, but in the part I trim. I can't understand it. I don't go too short, I use clean, sharp scissors and a comb to ensure I don't Nick the skin at all (have been known for my clumsiness). They are relentless. I don't know how to get rid of them. They're unsightly, and just really unpleasant. I even tried to stop trimming and if anything they got worse. Has anyone got any advice please?
