What is this rash?

I've just come out of the shower, did my make up and noticed this rash had appeared on my arm where my elbow crease is. Any ideas? It's itchy but not unbearably.

That looks like hives allergic reaction to something. Have you used anything new like to wash with or even changed fabric washes ect..
