Who wrote this book?

I read this book possibly 90s or early 2000s

This was a female author - I think an ex journalist and for some bizarre reason I think she went to
live in France and hated it?!

Anyway, her novels were often set abroad and the one I remember was about a girl who went travelling. People kept getting killed wherever she was and eventually she discovered her (possibly step/half/whole) brother was following her and was doing the killings .

I was watching The Castaways last week and it just reminded me of the book no matter how much googling I do I can’t remember the author’s name.

Would it be an Emily Barr novel?
