Have you tried Iain Banks? Writer of the Rebus books, not quite as descriptive as PD James but fantastic plots and characters.

I also like Michael Connelly and his Harry Bosch books which are set in LA.

Finally take a look at the Roy Grace books by Peter Janes, all set in and around Brighton, they're really well written.

What about Elly Griffiths? She does a couple of series, the ones set just after WW two come to mind. Also I was coming in to say Ruth Rendell or MW Craven.

Tana French - though much more modern - I loved the pathos of PD James and her incredible empathy with her characters especially people who are alone (struggled to find it with anyone else).

As with PD James, definitely not just policing by numbers, here's a body, here's a dysfunctional copper, rinse and repeat.
A Fatal Inversion, Gallowglass and A Dark Adapted Eye are all excellent.
