I started reading a book and it's stuck with me because I didn't finish it.
This was early 2000's but it was an old book. Set even further back. Maybe had a blue cover. It had a map set out in the front. There was an apothecary and an inn etc.
It was about a sailor that had docked or gone back to his own town and a 'ravishing' had happened, and he might have thought the town 'police' were corrupt so was investigating it himself.
The girl was found in the street and brought in and cleaned up and laid up to recover.
I can't remember anything else about it other than that.
