Hi OP you need to do strength exercises – try looking up a core strength routine.

You can't tone up fat, but you can tone up the muscle underneath so once you have lost the fat you can see the toned muscles. I would say that at 17 stone you will need to concentrate on fat loss for a while longer yet. Weights and HIIT are good for losing fat.

To avoid loose skin I would also lose weight gradually to give your body time to adapt. It’s also likelier to stay off this way.

There's not much you can do to avoid loose skin but you are still better off losing the weight for your health. It's easy to disguise loose skin under clothes but you can't do that with fat. If it's a real problem you can look into surgery after you lose the weight. Normally you have to pay for it but might be something you could save up for.

It’s hard to predict how much, if any, loose skin you might have after losing weight. Some people are lucky and have none but others not so much. Just focus on your diet and exercise as you are. I’m sure even if your skin isn’t super tight you’ll still feel the benefits of weight loss regardless.

As others said above you can't tone fat - it's impossible. If you lift weights as well as do cardio you will build muscle but that won't be visible until you lose the fat surrounding it. Unfortunately loose skin is going to be a side effect of weight loss especially as you age as your skin loses it's ability to 'bounce back'.
