New York Winter Wedding Ceremony idea?

I've pretty much spent the day scouring for wedding ceremony venue for a super small (15 people) winter wedding in NYC.

If anyone has any ideas or has been to a good one, I'd really appreciate it!

City Hall and Central Park are out for us... but ideally something budget given the small amount of people. The cold Dec weather is a consideration too - we have our reception venue sorted, so just looking for the ceremony.

I suppose it's going to be more difficult because most places will want you to book the catering as well as the service.
