Wedding nightmare

Where do I start! I booked and payed in full for my wedding before the pandemic for early 2020, trying to get a refund has been a nightmare! The contracts already in place suggested I couldn’t claim nothing so felt I had no choice but to rearrange! So I did, then a few months later legislation on covid wedding refunds was made available and unfortunately it was a few months too late for me ( as I had already signed new contracts for this year) One of my suppliers (photographer) won’t give me a partial refund (should the worst happen and I’m only allowed a ceremony) I payed for a full day, instead they claim it’s “expenses” they have accrued over the last year, and I quote “for emails to u over the last year & utility bills like electric” how am I footing the bill for that? They are offering me a 2hr session for the full day price? Sad any advice would be appreciated, thanks

It really depends on the contract
What Covid wedding refund legislation are you referring to
If you mean the CMA guidance it has not been as staightforward as it first appeared
