Dress alterations

Hello, wondering if anybody could give me advice and maybe a price guide.
I've just got my dress, it was off the peg and I've got it home and hate it. There's so much material I can barely walk, I don't know how I didn't notice before! I need the hem taken up, maybe a wee bit taken off the train and maybe the dress let out a bit (zip with buttons so not sure if possible) are these things do able? And how much am I looking at to pay for?

If there is fabric allowance left in the seams it would be able to be taken out, if not it won't, u will have to take to a seamstress to see.
Once it's taken up and maybe the use of an underskirt/hoop walking should be easier.
Mine was impossible to walk in untill I got a hoop.

I was quoted £250 - £300 to shorten very long dress (6 layers!), shorten the train, take it around the bodice, and to raise the waist line. I am petite. Mine has a corset back already so no alterations there. The price is a guide as it depends on exactly what I have done.
