can witness be best man?

Hello!!!
DP and I are getting married!!! It is going to be just us and 2 witnesses, one of my friends and one of his. However, reading through the forms it asks for the name of 2 witnesses then it asks for the name of 1 best man/woman.
Can this be one of the witnesses?

Or you don't have to have a best man. Not really needed in a small wedding.

I did wonder that rae, but in the form it said "name of bests man/ woman" and a * indicating that the field had to be completed

Haha peace maybe, just make sure you keep and eye on any events this summer, or carry some confetti in your pocket at all times

Ever if you don't have a best man, just put N/A. Best man isn't a legally required part of the ceremony- I'm sure it will be fine.
