can witness be best man?

Hello!!!
DP and I are getting married!!! SmileSmile It is going to be just us and 2 witnesses, one of my friends and one of his. However, reading through the forms it asks for the name of 2 witnesses then it asks for the name of 1 best man/woman.
Can this be one of the witnesses?
Getting married in a registry office in Surrey Smile

Or you don't have to have a best man. Not really needed in a small wedding.

I did wonder that rae, but in the form it said "name of bests man/ woman" and a * indicating that the field had to be completed Hmm

Ever if you don't have a best man, just put N/A. Best man isn't a legally required part of the ceremony- I'm sure it will be fine.
