Thank you note etiquette

I'm in the process of writing my thank you notes to people who bought us gifts for our wedding. I'm planning on sending nice, personalised notes to people who attended and bought gifts; attended and bought a card; didn't attend but sent gifts.

But what about people who didn't attend but sent a card? I feel like I should thank them for their kind wishes.

Also what about people who attended but didn't give a card or gift? Should I thank them for coming?

Only send a card to the people who actually gave you a gift.

You don't send a card to say thank you for a card.

If you really want to send a card to everyone do you have photos of them at the wedding you could post to them with a small note? Not a photo if you, a photo of them!
