Registry office and children/babies

Does anyone know whether babies and small children cou by towards the maximum numbers in registry office weddings?

Do we think it's a case of there are 34 seats to if they can sit on parents laps they don't count but if they need a chair they do?

I think some are more flexible with their numbers than others.
Probably good idea to call and ask them.
