Is cow's milk more phlegmy?

I'm moving my one year old DD from formula onto cows milk, diluted with a splash of boiling water. She currently has a chesty cold and is full of gunk. Is there any reason to stick with formula until clears because it's less likely to make her mucousy?
Or have I just made that up in my own head [

made up

formula is made from cows' milk...

I wouldn;t dilute it though - stick it in the microwave for a few seconds if she prefers it warm.

yes long term that's a good plan
could always dunk bottle/beaker in a jug of hot water though

Yes warm it up in a cup of hot water - safer than a microwave anyway. You could even run it under the hot tap but that would take longer.
