If your friend had introduced rusks at 12 weeks would you say anytyhing?

I haven't said anything, don't think it's any of my business. But I'm not sure if she knows about the dangers in relation to allergies.

Would you carry on keeping schtum?

In RL I will discuss my dislike of rusks but not in a way that sounds critical of the mother - if it's possible to do so in a tactful manner (and sometimes you just have to accept that isn't possible and move on). If people really are determined they must wean NOW veg purees are a much better way to start and it's less likely to start a riot discussing food choices than weaning age.

If the deed is already done then it's probably better to leave it unless she's encouraging others to follow her lead. If there's still time to prevent it happening then I would try to raise the subject gently.

Anecdotely (no scientific evidence) a friend whose MIL fed baby a rusk to aid sleep spent the next 6 hours trying to scrape a hyper baby off the ceiling so really wouldn't reccomend it as a sleep aid.
