11 month old feeding schedule

Trying to work out whether I should be reducing formula amount I give my 11 month old or putting bottles closer to the end of meals, he eats very little at meal times but will always drink milk, I think he'd be happy just having his formula all day!
Currently has:
7am weetabix (eats the most at breakfast!)
9am 6oz milk before nap
12 lunch (half a piece of toast and sometimes some fruit, always offered but hardly eats)
2 6oz bottle before nap
4.30pm/5pm tea- cottage pie or lasagne, eats about a small ice cube worth
7pm bedtime bottle, has about 6/7oz

We put meals before bottles to encourage him to eat and try things which he now does but he will finish whatever bottle he has and then eat very little at meals. Any ideas??

Mine only had 2 milk feeds per day at that age. 1 in the morning and 1 before bed.

Is he using the bottle to get to sleep at naps/bedtime? Will that make it hard to cut the milk down/out?

No he doesn't need it to sleep, I've just swapped it from before breakfast and after nap to before nap, didn't want him to wake from naps because he's hungry when reducing formula. Would you replace milk with snacks? He naps for 1.5hrs in the morning and another 1.5hrs the afternoon at the moment so haven't thought about snacks before/after that so it didn't interfere with meals but I think the bottles might be anyway

At 11 months he should be having roughly 13.5 floz a day moving to 10 Floz at 12 months.

If he doesn't need the milk to nap I'd offer breakfast with a cup of milk at 7 am.

A snack at 9 am, maybe some small cubes of cheese and some halved cherry tomatoes or a banana or some Cheese Straws and a drink.

Lunch at 12, do you offer any protein at this meal? Maybe cheese on toast or a tuna mayo sandwich?

Thanks @PolaroidPrincess I think I'll try that, he had less milk having it with breakfast this morning and have done a snack before nap so see how he goes! Also going to spoon feed a lot more, I think sometimes he's hungry but just isn't into feeding himself and gets frustrated!
