Cows milk allergy

Is it possible for toddlers to be allergic to whole milk when they've been fine on formula since birth?
He's eaten cheese, yogurts etc with no issues since 6m but since switching to 2 cups of whole milk a day at 1 he's come out with eczema.
No other changes to his diet or lifestyle....
