what age can baby have something to chew on!

I know this is an odd question but my DD is now 22 weeks I have delayed weaning till now but she is now waking four- five times in the night.
I have given her some babyrice with banana in and she likes it but her teeth are coming through, and when the boys were this age they would have sucked on something whilst teething is it safe for her to have something to chew on eg rusk or toast
this new ideas are great but confusing the hell out of me it was so simple before you just fed your kids when they where hungry

My concern at this age was gluten so you might want to find gluten free products, like bread or rusks. Problem with rusks is they contain a lot of sugar. Par steamed (soft enough but not too soft)veg like carrot?
