Some gagging is normal - if she needs a good wallop on the back to get stuff out though I would stick to the squidgy goo for a bit and introduce lumpier stuff gradually.

Does she choke (stop breathing) or gag (make movements like something is stuck, and she might throw up ... but is still breathing)?

Gagging is normal and nothing to worry about, choking is also normal but obviously much more worrisome. If she's choking, I'd give finger foods a rest for a few weeks. If gagging, and not upset, just let her gag, don't interfere, don't try to get the food out, just let her sort it out (watching closely to be sure she's still breathing, obviously).

my dd is 7mths and gags a lot. It is just them trying to get sed to chewing and swallowing.

is she choking i.e. is the food becoming lodged in her throat?

or is she gagging i.e. when a piece that is bigger than she expected goes further back into her mouth than she was ready for and so she kind of moves it around to the front of her mouth with the back of her tongue and her jaw and it makes her go a bit bleary-eyed but bascially she's okay?

gagging, and even being a little bit sick, is completely normal but if you try not to panic then she will get better at finger foods quite quickly.
choking is not normal, but to be honest it's also a bit unlikely. mind you, an infant resuscitation class never goes amiss, in my humble opinion...
