15mth old hates food loves formula should I be worried?

My 15 mth old boy loves his bottle of formula milk, but hates all solid food. He will eat some baby mushed up dinners,toast, chips and crumpets... but will not eat any veg or fruit or healthy snack food- no fruit has ever passed his lips, although he has had veg mushed up in dinners. He will not eat new foods well, and the only thing he loves is formula milk. We have tried withholding the formula milk to only bedtime, and he is distressed all day until he sees his bottle of formula and he loves it so much he cried with happiness when we give it to him...I feel really mean not giving him his milk, but some mums have said he wont eat properly until I stop giving him it. I have tried cows milk he hates it. I just feel he is probably a 'picky eater' and never going to really love food, and the formula milk is at very least giving him the vitamins he lacks from his diet? What do you think I should do?
