Farleys rusks and mini rusks

I have just bought some mini rusks to take on my holiday. They are original and I would have thought exactly the same as the bigger rusks but the info on the packet is that they are second stage (the big ones are first stage). I've looked at the ingredients on both and they are the same - confused! Will they be okay for my 5 month old son?
I'm not interested in starting a debate about the why's etc of weaning before 6 months just want to know whether I can ignore the 7months plus info on packet and treat them like the big rusks.

Are they baked harder? Small enough to be a chocking hazard? If the ingredients are identical I can't imagine what the age difference is for.

The first rusks usually dissolve in milk or water to form a mush suitable for spooning to "younger" babies ,perhaps the second stage don't and are intended as finger food?
