my 9 month old always has eaten from her spoon, but since shes started having more finger food at lunch she now refuses to eat her dinner off the spoon. but when we put her food on her high chair tray she immediately picks the food up and shovel it in her mouth, unless the food is jar food she will eat it off the spoon.

If they are happy to feed themselves, I'd let them, allowing you to get on with eating your dinner while they eat theirs. Spoon feeding just seemed a giant sink of time and it would be easier to let DD feed herself.

Do babies normally progress from being spoon fed to loading their own spoon and eating? Or do they not normally have a period of eating with their hands? It sounds to me like yours is ready to do that, and to control what they eat - good thing if you ask me, embrace it.

Let her eat how she wants be it from a spoon or with her fingers. It doesn't have to be one way or the other, just do what your baby is happy with.

My DS (also 9 months) is much happier to feed himself and will eat & try many more things if he gets to pick it up himself than if I try to feed it off a spoon. I'd say let her get on with it, in a few months she'll probably be interested in using a spoon herself.
