I think you are supposed to avoid giving babies under 12 months honey because of the small risk of botulism (which isn't killed off by heat)

If you are sticking them in a 200 degree oven, I don't think you have to worry about bacteria.

the spores can't be killed by heat so no it is not safe. Even pasteurization can't kill it that's why you have to wait til 12 months.

i substitute brown sugar with a bit of water when it calls for honey

What hazchem says. It's on the Wikipedia page about botulism too. Heat from our cooking kills the toxin but not the spores.
