Should toddlers avoid seeds?

I know you're not supposed to give nuts till age 5+, but do seeds e.g. sunflower, poppy, pine nuts etc count as seeds in this way?

I'm thinking that something small like poppy seeds are unlikely to be a choking risk, but maybe there's a danger they could be inhaled?

Poppy seeds are tiny - my 7 MO has had them in bread with no problems. Mind you, she's also eaten flaked almonds!! I forgot I'd put them in a prune and apple cake, and gave her a bit before I remembered that there were pieces of nuts in it (I'm a bad, bad Mummy), but luckily she had no problems with them.
