Xbox age restrictions not working?

Just setting up DS’s new Xbox S, I’ve created him an account of his own under the family settings, I’ve set his age to 9, yet I can still see and install unrestricted content when I’m in his profile. Any ideas? This isn’t going to work if he can view and play all this adult content!

More detail: on the game pass area the content he’s shown all seems fine. When we scroll down to ‘see full library’, he can see all unrestricted content and install it.

Contact microsoft they are normally really helpful with this sort of thing
