Linking two accounts to Xbox gold

Hi!

DS1 got an xbox one for Christmas and we got him Xbox live for 12 months.

We're now trying to set DS2 an account but it's asking for us to pay again for Xbox live? Is it possible to link them?

I believe you need to get DS1 to set up the xbox one as his 'home' Xbox, then any other gamer tags (users) playing on that xbox can then enjoy the features of his live account.
