You should be able to play the Sims 4 using low graphic settings. Thats about 1280 x 720 resolution. Any new windows laptop will run minecraft or roblox but probably not very well.
why not go to best buy and install minecraft on their display computer and try it out for yourself, I guess thats the only real way to know for sure how well it will run.
