Free roam games help please!

I'm after a free roaming game on PS3 with a rating of 12 or less for my kids.

To give you a hint about their tastes, They have really enjoyed Burnout Paradise City and Lego Marvel Superheroes but are open to other genres.

There's not a whole lot of choice until you get into the 15 ratings at the youngest.

Test Drive Unlimited 2 is a free roaming driving game, set in Hawaii, and has a 12 rating.

The Tomb Raider games aren't completely free, but they have exploring in them. Cheap too.
