...on a wet half term week... if wellies and brollies on the beach gets too much?!

World of country life is an activity park just outside Exmouth - small petting farm, trampolines, indoor soft play, indoor victorian village.
Crealy adventure park is up the road, most small children adore it. It has outdoor rides but various indoor things.
Bicton park is another place which mixes indoor and outdoor play areas (along with stately home gardens).
If you want to get as far as Exeter (which is only a short drive or train ride from Exmouth) there are regular museum activities during half terms which are good for small children - they take place in the registry office/library while the museum is being refurbished. You get to make Roman armour, that sort of thing.
One of our favourite places is Escot, near Ottery St Mary, fantasy woodland playground, it does have an indoor soft play but is mostly outdoor, but good if it's a bit chilly for the beach, it's quite sheltered.

If your kids like trains, just taking a train trip to Exeter St Davids, watching trains from under teh nice big roofs, having your picnic on a platform bench and taking digital pics of trains can be a good day filler. Cheap too, about 3 quid return IIRC.
