Inspiration for a family celebration in South Wales

It's my mum's 70th in November and while she and my dad have booked a little coach trip away for a few days, my SIL and I also want to arrange a little family celebration. It would just be for my mum and dad, me and DH and our two DC (14 and 12) and brother and SIL and their two DC (8 and 5).

Don't know if SIL and I are just too fried at the moment as we both have lots going on, but we're really struggling to come up with ideas for what we could do.

We think it should probably not involve staying away (parents are based in the Bridgend area) as they're already going away and tend to stress over arrangements and pet care.

My mum's health and mobility aren't great so family attractions that involve a fair bit of walking aren't doable.

If it was the summer I'd just have everyone to ours for a BBQ (I'm local to my parents, brother and SIL aren't) but at that time of year having everyone indoors at our small house won't be much fun. I wondered about trying to hire a small heated event shelter/marquee but my parents do both really feel the cold.

We can go out for a meal somewhere but we really want to fill a day and evening to make her feel like she's had a proper celebration.
(My dad always seems to have much nicer birthdays as his is in the summer)

And we want to do something that involves everyone rather than separating off.

Any ideas, please? Thanks in advance.
