For a family holiday with 2 mid teens. Which would offer more? We all like being outside but a little bit of shopping /eating /mooching around mixed in with sports and walks
Any thoughts ?

Cardigan itself is quite small, whereabouts would you be staying? We have stayed in Newquay and at Poppit Sands, both lovely.

Much as I love Wales, out of those options, I'd choose Somerset

One place is actually Cardigan. The other is near Minehead. I'm leaning towards Somerset... silly question I know... but it doesn't get AS mega busy as Cornwall /Devon does it?

I live in Somerset - Minehead itself isn't that nice of a town but it's a good base to explore from.
Lots of walks etc - Kilve beach is great for finding fossils, in fact all the way along that coast has fossils.
You're close to the Quantocks as well as Exmoor & the North Devon coast.
Shopping-wise, your best bets would be Exeter or Bristol - Taunton is ok but has lost a lot of shops recently. Clarks Village in Street is good for discount shopping.

We've been to Cardigan with teens but they are really big on things like body boarding. DD in particular would spend all day in the sea if we let her. We do love Cardigan bay but like others have said, there's not an awful lot going on. Depends on what their expectations are I suppose.

Cardifan Bay is pretty quiet and a long drive from any major attractions (or even from any bigger towns!). I think I'd pick Somerset for teenage interest.
