Holidays for 16/17 year olds?

I'd like to book a short break for daughter and friends after the late GCSEs .

If I bought plane tickets And they had passports there are lots of options in France but I can't seem to find any UK options.

Ideally I'm looking for a caravan or lodge within walking distance of a beach. There are 4 of them. I've spoken to several owners who wouldn't object to the girls but the rules of the site says there must be an over 18 in the party.

Two of the girls have never camped and have no kit so real camping won't work. A static caravan seemed the ideal solution but I can't find anywhere!
All ideas welcome! Thanks

Try Chy Carne in Cornwall. If not, try a youth hostel.

Youth hostel would be perfect for them?
They do breakfasts and evening meals and they could all share one private room.
There are quite a few nice ones in Cornwall.
They wouldn't be allowed alcohol, but at 16 and staying without an adult present, I'd say that was a good thing.
