Somewhere cool to take a tween 2hrs max from Newbury

Any ideas. She likes shopping (I'd prefer little independent mooching around type shops), arty stuff, cycling, films etc etc

How about Oxford, shops to suit her and you. I'm sure you can hire bikes to cycle around, or go out on the river in a boat, or go on an open top tour bus. There are plenty of museums/galleries, big theatre, little theatres, great restaurants.

Swindon Outlet Village? Bath and Bristol both have great shopping areas better than Swindon, and would be within 2 hours from Newbury.

Lots of interesting museums and stuff in both places too.

Bristol has the dock area.

You could do some shopping in Bath and finish up with either an afternoon tea in the Pump Rooms, or a session in the Spa.

Ah - tween not teen. Spa may not be suitable, but there is a fashion museum, a Jane Austen museum, the American museum, the Roman baths - loads to see and do in Bath
