No guarantee of interconnecting rooms?

I have been trying to find somewhere to stay in Bristol and have come across what seems to me a crazy policy in several of the hotels. They have interconnecting rooms, will put it on your reservation request but can't guarantee you will get them. Surely people book interconnecting rooms either because they have young children or because they are disabled and need a carer next door, so non-connecting rooms would not be acceptable? They did then offer a family room and seemed to not understand that the reason we want interconnecting is so we don't have to go to bed when the children go to bed!

Anyone else come across this?
